Integration of transportation fares in guaranteed wheat purchase groups
With the start of the wheat harvest season, transportation
fares have increased dramatically in some areas, causing farmers to complain,
and according to experts, one of the reasons is to collect the same product.
One of the proposed strategies of the National Iranian Wheat farmers’
Association is to solve the problem of integrating transportation fares by the
Provincial Purchasing Organization Task Force, a task force that is required to
be formed this time with the presence of representatives from the organization
of surveillance agencies.
Wheat rice has increased by 20 to 100 percent in different
provinces, and has faced serious problems for the delivery of cargoes to
delivery centers.
Mohammad Hosseini is one of the Azerbaijani farmers who has
had trouble these days because of the rise of truck fares to carry his product.
He said truckers increased their car hire rates by 30
percent from last year, which is not possible for most farmers due to the
difficult economic conditions.
According to Hosseini, this cost will increase by 100% if
the truck enters the farm and moves along with the combine.
He said: Truckers
have raised the price of tires and expensive repairs and parts due to increased
shipping costs.
In response to the question that this year the government
pays part of the carriage fare because it cannot be used, Husseini said:
“If the part of the carriage is payable, we will deliver the wheat to the
silos of the state contract, while in Most villages do not have silo and wheat
farmers send themselves to rural cooperatives.
He continued: Rural cooperatives do not pay a farmer a fare
to the farmers, and the whole fare is payable to the farmers for transportation
to these centers.
The farmer emphasized: Every year, whenever the wheat is
picked up, truckers increase fares, and this is a recurring problem every year.
The only difference this year with the past years is the high level of fares
that are out of the reach of farmers.
In this regard, Aliqoli Imani, vice chairman of Iran’s
National wheat cultivator, in a conversation with Ilna’s reporter, considers
the solution to this problem and to cope with the profitability of some
truckers by integrating transportation fares by a guaranteed procurement team
based in the provinces, the task force that is required this time with The
presence of representatives from the organization of other supervisory bodies.
He said that in some provinces, the working group was formed
with the presence of truckers representatives, government agencies and some
other regulatory and related agencies, and set the price for carriage of
truckers.
Imani continued: Truckers in these provinces are obliged to
receive transport fares on the basis of the approved rates, and if they ask for
more money they will be violated.
According to Imani, farmers in these provinces can report
any abusive trucks to number 124 of the inspection and supervision of the
organization of industry, mining and trading.
He emphasized that it is necessary to work on a guaranteed
purchasing team based in each province on the integration of carriage fares,
adding: “The only way to deal with the profits of some trucks is to
integrate transportation fares in each province, so that farmers know their
obligations with fares, and The site also has a chance to report any possible
violations.
According to government support policies for wheat farmers
this year, farmers will receive a shipping fee for the transportation of wheat
to government-controlled silos per tonne of crop. But this allowance does not
include farmers who deliver their products to rural cooperatives, and the cost
of transport is entirely the responsibility of farmers.
